Eastern Ontario Standardbred Association Board of Directors

 Brian Scott is the President of the newly formed Eastern Ontario Standardbred Association. Brian is Certified Roads Supervisor with more than 20 years of progressive experience in municipal government, specializing in road maintenance, winter control operations, asset management, and team leadership. Throughout his career, Brian has earned a reputation for practical problem‑solving, operational efficiency, and a strong commitment to public service. His work reflects a deep understanding of municipal infrastructure, and the essential role frontline operations play in community safety and mobility.

Beyond his municipal career, Brian is a lifelong horseman and an active contributor to Ontario’s Standardbred racing industry. As an owner, trainer, and breeder, he operates a family-run horse farm south of Ottawa with his wife and has built a respected presence in the local racing community. Brian has served for years on the board of directors for local sports clubs helping support and strengthen the local community through governance, advocacy, and participation.

Brian’s passion for harness racing is shared by his family. His two daughters work as grooms at Rideau Carleton Raceway, continuing the Scott family’s multi‑generational involvement in the sport. His father Alex Scott has also been involved in the horse racing industry at Rideau Carleton for over 50+ years. Whether in public works or on the racetrack, Brian is known for his work ethic, integrity, and unwavering dedication to the communities he serves.

Kathy is the Vice President of the newly formed Eastern Ontario Standardbred Association and brings more than four decades of experience in agriculture, equine nutrition, and the horse racing industry.  Kathy began her career as an owner and partner of Bridewood Farm, operating a dairy and mixed farming business from 1985 to 2000. During that time, she also worked with R&W Feeds in Richmond, Ontario as a Payroll and Accounts Receivable Administrator and Dairy Nutrition Consultant before advancing to Manager and Equine Nutrition Consultant. Since 2000, Kathy has been owner and partner of McBride Feeds, continuing her long-standing involvement in the agricultural and equine sectors.  From 2000 to 2010, Kathy also shared ownership/operation of Bridewood Farm Equine Services, offering horse boarding and riding lessons. Since 2010, she has been actively involved in Standardbred breeding, training, and racing, developing a strong connection to Ontario’s harness racing community and advocating for its future sustainability.  Kathy’s commitment to community service is equally extensive. She has served as President of the Cobden Junior Civitan Club, held an executive role with the Renfrew County Junior Farmers, volunteered with the Cobden Agricultural Society, served as a Director of the Eastern Ontario Quarter Horse Association, and founded and served as President of the Dwyer Hill Riding Club.  Kathy and her husband have raised three adult children and are proud grandparents to six grandchildren. Her daughter, Jennifer, continues the family’s involvement in the racing industry as an owner and trainer. 

Andrew Moore is the Treasurer of the newly formed Eastern Ontario Standardbred Association. Andrew Moore was born and raised in Charlottetown, Prince Edward Island, and has built a career rooted in education, agriculture, and harness racing. He earned a Bachelor of Science degree from the University of Prince Edward Island, followed by a Bachelor of Education degree from the University of Ottawa.  Early in his career, Andrew worked internationally with Poly School in Suji, South Korea, before returning to Prince Edward Island, where he spent five years working at Holland College.  Andrew has been actively involved in harness racing for more than 30 years. In 2011, he relocated his racing stable from Prince Edward Island to Rideau Carleton Raceway to continue competing in Eastern Ontario.  Today, he and his wife, Dr. Tiffany Richards, own and operate a 33-acre farm in Osgoode, Ontario, where they are raising their two daughters, Clara and Hannah.  Andrew remains passionate about the future of harness racing and the important role it plays in Ontario’s agricultural and rural communities. 

Rachel Burns is the Secretary of the newly formed Eastern Ontario Standardbred Association. Rachel Burns is an accomplished Executive Director with many years of leadership experience in the not-for-profit sector. Throughout her career, she has worked closely with boards and governance teams, providing strategic guidance and leadership, including successfully leading organizations through Ontario Not-for-Profit Corporations Act (ONCA) compliance and governance modernization initiatives. A lifelong participant in the harness racing industry, Rachel has been involved with Standardbred horses from a young age and brings a deep understanding of the sport and agricultural community. In addition to her professional leadership experience, she is a farm owner, Standardbred horse owner, and breeder, combining her passion for the industry with hands-on experience in horse care, breeding, and farm operations. 

Mandy Archer is a Director on the newly formed Eastern Ontario Standardbred Association. Mandy Archer is a long-time owner and trainer of Standardbred racehorses, with years of hands-on experience in the racing industry. Alongside her professional background, she has volunteered with organized sports and is passionate about supporting community involvement and teamwork. As a homeowner in the Ottawa Valley, Mandy values strong community connections and brings a hardworking, dependable approach to everything she does. 

Ken Guy is a Director on the newly formed Eastern Ontario Standardbred Association. Raised in a multi-generational harness racing family, Ken has dedicated much of his life to the Standardbred industry and the advancement of rural and agricultural communities in Eastern Ontario. A lifelong resident of Eastern Ontario, he currently resides in South Mountain with deep roots in both harness racing and community service. Ken’s professional back ground has provided extensive experience with stakeholder relations, operations management, and community engagement. Harness racing has remained a lifelong passion and family tradition. As a third-generation horseman on both sides of his family, Ken was introduced to the Standardbred industry at an early age and has been actively involved as an owner, trainer, and breeder throughout his life. Rideau Carleton Raceway has long been considered his home track and an important part of his connection to the racing community. From 2013 until the announcement of the track’s closure in 2026, Ken served as the licensed Equipment Judge at Rideau Carleton Raceway. Through this role, he developed extensive operational and regulatory knowledge of Ontario harness racing and worked closely with horse people, officials, and industry stake holders. Beyond racing Ken is an active member of his rural community and serves as a Director with the Mountain Township Agricultural Society, where he supports agricultural education, community initiatives, and the annual South Mountain Fair. In this role, he serves on multiple subcommittees within the board. As a director of the newly formed organization supporting the future of racing operations at Rideau Carleton Raceway, Ken brings a combination of industry knowledge, operational experience, governance perspective, and strong community values. He remains committed to preserving and strengthening harness racing as an important part of Ontario’s agricultural and rural heritage.
